December 31, 2011 marks twenty years since the order of the President of the Russian Federation for support of scientific and technical oversight of Gosgortekhnadzor Rospromyshlennyhsii, coordination of work and research to ensure industrial safety, as well as the independent examination and evaluation of the safety of industrial plants was established Science and Technology Center safety in the industry, which in the future to address the Government of the Russian Federation within the framework of the privatization program has been transformed into an open joint stock company.
Fourteen years of the twenty-STC "Industrial safety" is an organization under the jurisdiction of the State Engineering Supervision of Russia, and then - Rostechnadzor, and ensure compliance with research in the field of legal and regulatory, organizational and economic problems of industrial safety and oversight, safety assessment of dangerous objects, information and the study of international experience in the field of industrial safety.
Research and Technology Center for Safety in Industry was established in the beginning of a difficult time of formation of the Russian state.
The main role played in the establishment of the following circumstances.
- Increased number of industrial accidents with serious consequences is objectively required new approaches to security in the industry, based on scientific research and scientific and technical support. State Mining and Technical Supervision is traditionally used in his scientific capacity of research organizations, line ministries. However, these organizations tend to specialize on narrow industrial security problems, and do not engage in complex issues of industrial safety.
- Subjectively, the birth of Science and Technology Center helped to create a single supervisory authority of the USSR State Committee for Supervision of Safety in industry and nuclear power. Gospromatomnadzor the USSR, the USSR and the united Gosgortekhnadzor Gosatomnadzor USSR had a kind of one-sided scientific support from the subordinate Science and Technology Center for Safety in Nuclear Energy, and the supervision of the safe conduct of work in the industry for some time actually existed without it. After the reorganization of the Soviet Union divided Gospromatomnadzora and its Science and Technology Center at the SEC's nuclear and radiation safety in Russia and GAN SEC on industrial safety Gosgortekhnadzor Russia.
